Policy - Budget Crosswalk

This file compares the topic codes used in the Hearings data set with the topic codes used in the Budgets data set. This file was carefully constructed to measure how well the Budget function and subfunction codes correspond to the Policy topic codes used in the other Agendas Project Data Sets.

The "Fit Codes" are a measure of how well these codes correspond; a "1" represents a nearly complete correspondence between the codes used, a "5" represents significant divergence between the budgetary coding scheme and the policy coding scheme for this topic area.

This file should make coordinated use of these two data sets easier. This file is a work in progress and is subject to some revision. It is currently available in three formats:
